The Washington correspondent of the New York Times says it is incidentally reported that the President will make a declaration on the American debts policy to be published when the London Conference opens on Monday, provided Congress, which is due to adjourn on Saturday, does so. Though Mr Cordell Hull, the United States Secretary of State, upon his arrival at Plymouth was emphatic that war debts will not be discussed at the Economic Conference, there are hopes that his visit to Whitehall will facilitate Cabinet’s discussion of the problem.
