All fatal accidents in the New York police district are investigated by trained traffic men, not to fix the responsibility for the accident but to find what measures might be taken to improve conditions at the scene. Recommendations for changes are made after observation of street conditions, such as pavement, lighting, traffic signs and signals, and the volume of traffic. These reports aid in determining installation of traffic-control light systems, deadend street lights, designation of oneway streets, and other special regulations, of which between 1000 and 2000 for limited areas are made yearly.
