The Berlin correspondent of The Times says that Herr Hitler has promulgated a Uniformity Bill establishing a Nazi-Nationalist alliance for four years. It enables the reconstruction of legislative and administrative bodies in accordance with the voting at the Reichstag election, leaving Nazi-Nat-ionalist majorities everywhere. Such bodies will be indissoluble for four years. No seats have been alloted to Communists. State Governments may legislate without reference to their Parliaments. ,
