AMERICAN BEER BILL

MEASURE BEFORE SENATE. SENATOR BORAH’S OPINION. (United Press Assn.—Telegraph Copyright ) Washington, December 22. The House adjourned to-day without acting on the conference report on the Philippine Bill. Senator Borah said in a formal statement to-day that the House Beer Bill was a nullification of the Constitution because 3.2 beer was intoxicating. Mr Norris, chairman of the Senate Judiciary Committee, said he believed the Beer Bill came within the Constitution and called on the committee to consider it on Monday. Indications late to-day, however, were that a vote would be forced in the Senate on the Bill to-morrow.
