JAPAN AND MANCHUKUO. RECIPROCAL CLAUSES. (United Press Assn.—Telegraph Copyright.) Kobe, December 19. The draft of the commercial treaty with Manchukuo, which is expected to be concluded early in February, provides for an improvement of the judicial system. It reaffirms the opendoor policy, but stipulates reciprocal clauses regarding special imports and exports for mutual benefit. It also provides for an extension of the Japanese rights for a leasehold under the 1915 treaty to the whole of Manchukuo, also reciprocal freedom for travel, residence, business and inland navigation and the exchange of consuls.
