NAVAL VOTE

CRITICISM BY MR W. E. BARNARD. (From Our Parliamentary Reporter.) Wellington, November 4. The Naval Vote was criticized by Mr W. E. Barnard (L., Napier), during the discussion on the Estimates in the House of Representatives to-day. He said that the expenditure on New Zealand naval defence had increased by approximately £56.000, and he had begun to wonder whether it would not be possible to dispense with one of the larger cruisers. He supposed that from a defence standpoint the whole fleet was not of great value. As far as the Diomede and Dunedin were concerned, the expense was considerable and value for the money expended was not being received from a defence point of view. It was estimated that a saving of £lOO,OOO a year could be made. Mr Barnard also criticized the travelling expenses of naval men between New Zealand and Great Britain and suggested that recruiting in New Zealand should be extended. It was far better that the naval defence of New Zealand should rest with native New Zealanders,
