AN IMPROVED SITUATION. (United Press Assn.—Telegraph Copyright.) (Rec. 7.45 p.m.) Washington, Oct. 23. The Federal Reserve Bank report indicates that September was the most favourable month for a long period, including an extensive . reduction in bank failures, decreasing currency hoarding and an increase in stocks, monetary and gold, reaching 4,200,000,000 dollars. There were only 65 bank failures in September.
