The following letter, written by Mr W. A. Edwards, of Liverpool, England, was before the City Council last evening: “May I-be permitted to approach your council with regard to' the following matter? In December, 1924, I ventured to suggest through the medium of the Liverpool Press that as notable birthdays are marked by a display of flags upon civic and other buildings, the greatest birthday anniversary of the year (Christmas Day) might very appropriately be recognized in that way. The suggestion was repeated during the two following years and it received through the Press a considerable amount of approval and support. The' proposal was adopted by the Liverpool City Council in 1926, and this lead was immediately followed by the other Merseyside boroughs of Bootle, Birkenhead and Wallasey. The movement has made great progress. in all parts of the country and whereas there were only four in 1926, 83 councils have now adopted the suggestion. The proposal was also adopted last Christmas Day by the City of Auckland, New Zealand, and the municipality of Gatooma, Rhodesia. In the case of Liverpool, the display of flags upon the civic buildings on Christmas Day, 1926, and following years was well supported by various banks, steamship and insurance companies, and many other concerns in the city. In submitting the proposal for the consideration of your council, I venture to express the hope-that they may see their way to adopt same. Apologizing for taking the liberty of approaching you with reference to this matter, and trusting to hear from you in due course.” It was decided to forward a copy of the letter to the Ministers* Association for an expression of opinion.
