CHINA’S MEMBERSHIP OPPOSED. (United Press Assn. —By Telegraph—Copyright.) Geneva, September 17. “I have promises for 40 votes in favour of the eligibility of China, but I don’t know whether all the promises will be kept,” said the secretary of China's delegation. His doubts were justified. China received 37 votes, falling short of the twothirds majority necessary to secure readmission to the Council. Guatemala, Norway and the Irish Free State were elected to the Council.
