STATES OF EUROPE OUTLINE OF M. BRIAND’S SCHEME STRENGTHENING THE LEAGUE (.United Press Assn.—By Telegraph—Copyright.) Paris, May 18. M. Briand’s scheme for a United States of Europe is published in the form of a memorandum and is addressed to the 26 European Governments who are members of the League of Nations on the “organization of a regime of European Federal. Union.” M. Briand submits a number of points and suggestions and asks for replies before July 15. He urges that the field of activity ’should cover hygiene, the intellectual cooperation of labour and inter-European immigration, international trade, transport and communications, economic development, such as the creation of control cartels of the principal industries and a progressive reduction of tariffs. M. Briand expresses the opinion that his scheme would not weaken control, but on the contrary would strengthen the league. There was no intention of creating economic opposition to the United States of America or any nation outside the League.
