RELEASED ARTILLERY OFFICERS. ALL QUIET IN SPAIN.. (Rec. 7.5 p.m.) Madrid, February 3. A rousing welcome was given to the released artillery officers and men who were imprisoned a year ago for revolting against General de Rivera. All variety of students have resumed a peaceful life, and the whole city is tranquil under General Bercnguer’s programme of restoring the full Constitutional liberty. The constitution referred to in the above message was proclaimed on June 30, 1876. It enacted that Spain should be a constitutional monarchy, the executive resting in the King and the power to make laws “in the Cortes with the King.” The Cortes was composed of a Senate and a Congress, equal in authority. There were three classes of senators, first senators by their own right,, life senators nominated by the Crown, both classes not to exceed 180, and thirdly 180 senators elected by the Corporations of the State, that is the communal and provincial states, the church, the universities, academies, etc., and by the largest payers of contributions. The Congress was formed by deputies named in the electoral Juntas in the proportion of one to every 50,000 of population.
