DEBTS IN CHINA
SALARIES OF ADVISORS. There are at present in Peking some thirty foreign advisors and foreign employees of the lormer Chinese Government whose claims against the Peking regime for arrears of salary, these foreign employees quarters of a million dollars. These advisors, experts in military science, law politics, finance, engineering, etc., are mostly American and Japanese with a fair sprinkling of British, French and Dutch. It was arranged last year, that in return for certain concessions and payments of arrears of salary, these foreign employees would hand in their contracts and so liquidate their engagements, but fortunately for the advisors, before the affair could be settled, the collapse of the Chang Tso-lin Government, last June, shelved the whole question. Naturally, these advisors are seriously concerned by the coming to China of a large group of fresh advisors—principally Americans—who have been engaged by the Nanking Government. The question has been referred to the various Consulates of the persons concerned and it has been decided to press for a settlement of the claims with the Nanking Government, but up to the present nothing tangible has been accomplished.
