She arrived at Bluff from Dunedin on Friday last and discharged 3000 tons of cargo, chiefly basic slag and general and loaded refrigerated cargo for London. Captain C. Wood, D. 5.0., R.N.R., is in command. Advice has been received by the Union Company that the Kaponga with cargo for Bluff, Dunedin and Lyttelton, was bat bound at Westport on Wednesday evening and was expected to sail last evening for Bluff, being due at this port to-morrow with a quantity of coal to discharge. The Karetu from Sydney is due at Bluff at 11 p.m. to-morrow, sailing on Monday for Dunedin. The Port Napier is expected to sail from London on July 18 with general cargo for discharge at Auckland, Port Chalmers and Bluff, being due here about the middle of September. PASSENGERS OF UNSOUND MIND. The Australian Assistant Minister for Trade and Customs states that complaints have been made by shipping companies in Australia regarding recent instances in which persons of unsound mind have travelled as passengers on board vessels belonging to such companies. As a result considerable annoyance and inconvenience has been caused and the shipping companies have been put to additional expense. Senator Crawford states that under the Navigation Act it is an offence, for which a penalty of £5O is provided, for any person to engage or pay a passage on any ship for a lunatic or send a lunatic on board ehip as a passenger, without informing the owner, master or agent of the ship that the person is a lunatic. For the purposes of the Act the term lunatic includes any person of unsound mind and any person who to the knowledge of the person charged with a contravention of the Act is liable to become a lunatic or person of unsound mind. It is obvious that any person of unsound mind may be a source of considerable danger on board a ship unless placed under proper supervision and the provisions of the Act are for the protection of the travelling public.
