NO IMPROVEMENT IN RELATIONS. (Rec. 8.30 p.m.) London, May 5. Commander Oliver Locker-Lampson, in reply to a question, said the Soviet had made no offer as Rykov stated in the direction of negotiations to remove the present strained relations between Britain and Russia.
