CONTROVERSY WITH UNITED STATES. STATEMENT BY PRESIDENT CALLES. Mexico City, September 1. The new Congress assembled to-night, President Calles referred largely to foreign relations and the general development of Mexico. He alluded to the alien land and petroleum laws and to the controversy that has arisen in Mexico and the United States over these. President Calles said: “The Government will sustain its right to enact and enforce laws fundamentally because enactment and enforcement do not affect legitimately acquired rights further than permitted by the principles of right, iustice and equity.”—A. and N.Z.
