The Chancellor (Dr Luther) in a apeech at a meeting of industrialists, emphasised the necessity of continuing Germany’s foreign policy in order to carry out the world’s desire for the removal of insecurity and instability. He expressed the hope that the Allies would no longer hesitate to remove the injustice done by not publishing the reasons for the non-evacuation of the Cologne tone. He said that Germany's attitude as regards the security proposals was unaltered, but the evacuation of the Rhine zone must not be made dependent on the conclusion of a security pact. If these two urgent problems were settled, then he believed the way would be open for the reconstruction of Europe politically, economically and morally.
