RUSSIAN LOANS
SOVIET ATTITUDE UNCHANGED. (Reuter’s Telegrams.) PARIS, January 18. M. Herriot has instructed the French Ambassador at Moscow to protest to the Soviet against a recent speech by M. Rykov, when he described the French loans to Russit as Imperialistic, and denied legal obligation to repay them.
