Jusserand, states that France, after a moratorium for a breathing spell, can and will begin repayment of her war debt to the United States, but France expects preferential treatment as compared with the terms of the United States grants to other war debtor nations, because France suffered the greatest loss of life and blood and the greatest comparatively in fortune; finally, because France was the battleground. The Ambassador spoke vigorously of France’s determination to hurl back Communism. “We are a steady nation. The soul of the French Revolution is het the soul of modern France. There are no centuries of abuse to give rise to a Red revolution there to-day.”
