REDUCTION OF MAN POWER. EFFICIENCY NOT IMPAIRED. (By Telegraph—Press Assn.—Copyright). LONDON, November 7. (Received November 9, 7.5 p.m.). The military writer in The Times concludes a long article on army changes in France by stating that France is transforming and reducing her army without waiting for any disarmament conference. Her intentions are peaceful, but she does not want to be caught napping and will remain armed. The writer shows that recent French military decisions are undoubtedly largely dictated by lack of man-power, but says that, although the French find themselves compelled to reduce their army, they nevertheless intend it shall remain strong and efficient. The idea underlying the scheme of reorganisation remains unaltered. It is to protect Prance against the danger of annihilation by Germany, who is still regarded as a potential enemy.
