RETURN OF SOVIET WARSHIPS. (By Telegraph—-Press Assn.—Copyright). RIGA, November 4. As a result of French recognition of the Soviet Government, there is much anticipatory jubilation among Soviet politicians over the expected return of the Russian Black Sea Fleet, most of which is lying ■'at Bizerta, including two battleships, two cru’sere, fourteen destroyers, four submarines and transports. The Soviet Government attaches the greatest importance to these ships, and intends to insist on their surrender as an essential preliminary to the opening of Franco-Soviet discussions. The Soviet Press also reflects thia attitude.
