OTTAWA, October 30. C. A. Matthews, a former Deputy-Treas-urer of the Province of Ontario, was convicted of conspiracy in taking a secret commission and was sentenced to two years in a penitentiary. BIG FERE AT TOKIO. TOKIO, October 30. Il all 21 persons were killed and 30 injured as the result of a fire which this morning consumed over 600 barrack buildings here, housing refugees from the great earthquake. About 3,700 persons are again homeless. Rescue work is proceeding.
