THREE VITAL FACTORS. ARBITRATION, SECURITY, DISARMAMENT. (By Telegraph—Press Assn.—Copyright.) LONDON, September 11. (Received September 11, 11 p.m.) A correspondent at Geneva states *hat speeches yesterday at the Third Committee session emphasised the uncompromising views of the rival parties regarding security and arbitration. M. Boncour, -who is President of the French Advisory Committee, or Higher Council of Defence, and is also a most distinguished member of the Radical section in the Chamber of Deputies, placed beyond doubt the French demand for military sanctions, preferably on the model of those contained in the proposed Treaty of Mutual Assistance.
Lord Parmoor made clear Britain’s opinion that the present work of the Assembly is to prepare for an International Disarmament Conference. He added: “At the proper time, Britain will submit a proposal for arbitration, security, and disarmament.” Considerable curiosity has been aroused regarding the details. PEACE PLANS. A NEW ZEALANDER’S PROPOSAL. GENEVA, September 11. A Committee, at the instance of Sir James Allen, is issuing the American Peace Plan, also a plan of Mr H. E. Hyde, a New Zealander, which provides for military sanctions of a drastic character. Mr H. E. Hyde is a son of Dr Hyde, of Tarras, Otago. During the war he joined the Royal Naval Air Service, and published a book about 1917, outlining a scheme for the settlement of disputes and international policy, which attracted considerable attention, and, at that time, considerable criticism.
