COUNTY COUNCIL

MONTHLY MEETING OF COUNCIL. The following members were present at the monthly meeting of the Southland County Council held yesterday:—Councillors W. A. Norman (chairman), W. Baird, Colin Roberteon, Thos. Golden, Thos. Fraser, L. Neiderer, F. Trapski, George Wraytt, E. Bowman, and the clerk (Mr A. J. Service). NOTICE TO STRIKE RATES. The following motion was carried: “That this Council intends to make on the Bth day of August, 1924, pursuant to the provisions of the Counties Act, 1920, and the Rating Act, 1908, and the amendment thereof, the following general rates on the unimproved value of all the rateable property on the valuation rolls of the respective Ridings, for the period beginning on April 1, 1924, and ending on March 31, 1925, due and payable in one sum on September 1, 1924:—Waihopai Riding, 1 7-8 d in the £; Awarua Riding, 1 11-16 d in the £; Wallacetown Riding, 1 5-16 d in the £; Winton Riding, 1 3-16 d in the £; Oreti Riding, 1 5-16 d in the £; Hokonui Riding, 1 5-16 d in the £; Waikaia Riding, 1 5-8 d in the £; Mataura Riding, 1 5-16 d in the £; Toetoes Riding, 1 7-8 d in the £. “That the Hospital and Charitable Aid Rate be 3-1 Id in the £ on, the capital value. “That the Tuturau Road district (Mataura Riding) separate Rate be l-6d in the £. “That the Wyndham Road district Special rating district special rate be l-12d in the £ on the unimproved value. “That the rate over the Otaraia Road district special rating district be l-14d in the £ on unimproved value. ‘That the Otara Special rating district rate be l-8d in the £ on the unimproved value. ‘That the Grasmere Special rating district rate be 4d in the £ on the unimproved value. “That the Otatara Special rating district rate be 2 l-8d in th* £ on the unimproved value. “That the annual recurring rate in the CoUingwood Special Rating district be 7-8 d in the £ on the unimproved value. CORRESPONDENCE. The Horowhenua County Council wrote requesting the Council’s co-operation in regard to the method of financing the cost of the construction of Main Highways, and asking the Counties’ Association to take the matter up with the Government with a view to raising a loan for lending money to local bodies on the most favourable terms possible.—Held over until next meeting, pending legislation being introduced on the question. The secretary of the Southland Electric Power Board applied for the Council’s jxjrmission to the Engineer and the Inspector to inspect the site of the Board’s bridge over the Waiau River at Sunnyside.—Permission granted. Hon. J. G. Coates, in acknowledging the County’s application for a straight-out Government grant of £3OOO in addition to the sum of £6OO already provided on the Estimates towards the cost of erecting a bridge over the Mataura River between the Gorge road and Fortrose districts, stated that he would give the request careful consideration when the Estimates were being prepared.—Received. Mr Thos. H. McLean, Niagara, wrote drawing attention to the dangerous and deplorable state of the Progress Valley road, and asking that it be attended to at an early date. —Referred to the member for the Riding and the Engineer. Mr Hugh Anderson, Hokonui, asked that the Butler’s Creek road be given some attention, and expressed his willingness to carry out the work if the County would spend £75 and apply for a similar amount from the Government. —Matter to receive consideration in the spring. The secretary of the Southland Motor Association drew attention to the state of the New River Ferry bridge on the main Riverton Beach road, and asked the Council if it could see its way clear to carry out some repairs within the next month or two. The secretary also reported that the bridge on the road at Dacre (commonly known as Baiger’s Mistake), was in need of repairs. —Referred to the members for the respective Ridings and the Engineer to consider. Mr IL M. Martin, Wendons ide, applied for permission to run a water-race on the side rf tV- unused road along his property. —x granted, subject to the work being done to the satisfaction of the Engineer. Mr Thos. Logan and others, of Otama, requested the erection of a new two-span bridge over the Otama Creek on Mcßain’s road.—To be informed that the matter is receiving attention. Mr John W. Kingdom, Gore, applied for permission to make use of a ditch along his property.—Granted, during the pleasure of the Council, the applicant to be responsible for keeping the ditch in repair. Mr Andrew Wilson, Invercargill, applied for the road leading to his property at Kapuka to be improved, in order to give him access to his own and other properties in the district.—Referred to member for the Riding. Mr J. Newton, Ryal Bush, applied for a road into his property. —Government grant to be applied for. Mr N. Mulhany and another, Waikaka, called attention to the bad state of the road known as the Deep Lead Claim Company’s road, between Little Waikaka and the Waikaka—Kelso road.—Engineer to report. The Waikawa Sawmilling Coy. made application for permission to put down a tramway along the Waikawa road.—Referred to member for the Riding and the Engineer. Mr John Watt, Otatara, reported that the road at the end of Stead street was almost impassable.—Left in the Engineer’s hands to arrange for temporary repairs to be carried out. Messrs W. Davis and P. Joyce, West Plains, advised that they were dissatisfied with the outfall drain through their properties, and stated that it was too shallow to be of much benefit. —Assistant Engineer to report to next meeting. GENERAL BUSINESS. Councillor Bowmar and the Engineer were authorised to peruse the schedule of proposed works under the provisions of the Main Highways Act, and to revise and exclude those works which it was impossible to carry out before March 31 next. The Finance Committee recommended that vouchers totalling £BBO9 0/9 be authorised for payment, and this was agreed to. Mr John Morgan was appointed Foreman in charge of the Gore district out of 29 applicants. The tender of Mr W. Cooper at £ll6 17/6 was accepted for carting and maintenance work on the Gore —Pukerau road, which is that section of the Main Highway to be dealt with by the County.
