RESUMPTION OF RELATIONS. (Reuter Telegram.) PARIS, February 17. H. Millerand granted an audience to Herr von Holsch, who presented his credentials as German Ambassador. A battalion of infantry rendered military honours. M. Millerand supported by a crowd of dignitaries, including M. Poincare, met him. In the course of a speech, Herr von Holsch said he was fully conscious of the difficulties in improving relations between the two countries, but he would devote all his efforts to achieving some progress towards a solution of the great question upon which the futureof Europe largely depended. M. Millerand replied, welcoming the choice of so skilled a diplomatist personally acquainted with the wishes of France.
