LORD ROBERT CECIL ON WORLD SITUATION. AUSTRIA’S RISE AND GERMANY’S DECLINE. (By Telegraph—Press Assn.—Copyright). (Australian and N.Z. Cable Association.) LONDON, June 15. Lord Robert Cecil, speaking at Liverpool, said that taking a broad view the world was moving towards a more settled state of things, but was still unstable. If it tottered it would mean a great disaster called war. Recent events in Bulgaria were an awful warning of the world’s instability. Austria was making a marvellous recovery, but Germany’s position was worse than Austria’s and had not been improved by a strong growth of national (with the possibility of militaristic) spirit, resulting from the events of the last few months. Disarmament was a vital necessity, but it could not come before the nations felt- there was security in the world.
