HOW TO LESSEN CRIME
NEED FOR CHANGE IN PUBLIC A'TEW OF RESPONSIBILITY. To lessen crime, the first thing necessary is a change of public opinion as to human responsibility. This is the conclusion of Mr Clarence Darrow, an American lawyer of great experience. who just published a book on “Crime.” In the present mad crusade against it, he writes, penalties have been increased, new crimes created, and paroles and pardons have been made almost impossible. Repeatedly the insane are hanged without a chance, and sentences of death are pronounced where, before, a term of years or life imprisonment would have been the penalty. The voice of conscience and mercy is, he reminds ii&, x always very weak, and readily drowned hV the hoarse cry for vengeance. “In considering the welfare of the public: the accused, his family, and his friends, should be included as a part.”
