NEWSPAPER’S COMMENT. (By Telegraph—Press Assn.—Copyright). (Australian and N.Z. Cable Association.) LONDON, June 8. (Received June 9, 2.15 p.m.) The Saturday Review, in commenting on the debate in the House of Lords on the Singapore naval base, says Lord Salisbury’s reference to the power in the Far East, which will not always be friendly, was to Japan, who, as is not generally known in England, rushed the completion secretly of a great naval base at Bonin before the Washington Conference. The paper emphasises the situation at Singapore and invites the co-operation of all units of the Empire to the east of Suez, adding that means should be found for their paying in i common for insurance by a rate levied on l Eastern shipping using the Eastern waters. : It hopes that the matter will be discussed and arranged at the Imperial Conference.
