Senator Borah plans a trip to Europe this summer with the intention of placing before the various peoples his proposal for outlawing war and providing for settlement of international disputes by a world court. He also intends to stump the United States in the effort to convince the American people that his plan is the only practical method of ensuring peace. Senator Borah, interviewed, said: “Statesmen and diplomats will scoff the plan, but if I can getthe ear of the people who have to die in war and pay for it, I believe a great public sentiment in favour of the idea can be stirred up.”
