NEW YORK, February 17. (Received February 18, 11.30 p.m.)

The text of the American, British, French and Japanese note to China protesting against preferential treatment in Chinese international loans has been published. The Powers vigorously pointed out that external loans due in the last quarter of 1922 have not been attended to and took exception to the practice of a consolidating Chinese internal loans in security of Customs surpluses. The note also asks that these surpluses be applied to the liquidation of foreign loans.
