BOTH PARTIES ACTIVE (Special to the Times.) WELLINGTON, May 22. Though the politicians are not yet drawing much attention to the approaching session of Parliament, the two active parties to the liquor controversy are fairly launched upon the licensing campaign. The weight of public opinion inclines to the view that the prohibitionists will not poll as well as they did three years ago, but the tyade representatives are leaving untaken no precaution that could make assurance doubly sure. The prohibitionists admittedly are not so well supplied with funds as they were during the last campaign, but they declare their determination to make up with enthusiasm, what they lack in money.
