TOWN COUNCIL

COMMITTEE REPORTS. The following committee reports will be submitted at the meeting of the Town Council to-morrow night:— RESERVES COMMITTEE. The Reserves Committee reports as follows ; (1) having the application for the subdivision and transfer of lease. Perrin to Rask, under consideration, and will report to the next meeting; (2) having held over the communication from the State Forest Department for further consideration; (3) having the matter of disposing of Lots 6 and 7, Block 7, Avenal, under consideration; (4) having perused the draft lease drawn up in connection with the Seaward Bush Endowments, and will report to the next meeting; (5) having no recommendation to make in respect of the application by the 2pd. Otago Battalion Band for permission to erect a band room on the Western Reserve; (6) with reference to the Head Gardener’s report (a) recommend that a letter of thanks be forwarded to Messrs Broad, Small & Co, John Edmond and-Bris-coe & Co., for donating materials for the safety swing for children, erected in the Number 3 Garden, (b) recommend that steps be taken to plant trees along the proposed track across Sandy Point Domain from the New River to the beach; also approve of gardener’s recommendation re general planting of trees etc., at Sandy Point; (8) having considered an application by the Girls’ High School for the use of the Doon Street hockey ground; recommend they be informed that this area has already been alotted to the Ladies’ Hockey Association, and it be suggested that a mutually satisfactory arrangement might be come to; (9) having considered a letter from the Southland Rugby Football Union, and recommend they be informed that- the area asked for, (namely, in the reserve situated East of Conon Street and bounded by Biggar Street and Dalrymple Road), has already been alotted to the Southland Cricket Association; but that there is no objection to the Union approaching the Cricket Association and making suitable arrangements for its use, and also with regard to carrying out joint improvements to this area. As requested, barbed wire on the fence surrounding the Biggar Street Reserve will be removed and replaced by a plain wire; (10) having examined accounts amounting to £l7O 17s Bd, and passed same for payment. REPORT OF SPECIAL MEETING OF WATER COMMITTEE.

The committee reports:—(l) having considered the tenders submitted for carting gravel to the Waterworks, and have accepted Hodge and Co’s and George Peterson’s tenders for the supply and delivery of gravel and grit in equal quantities, in accordance with the specification, for appriximately 400 yards each, at the price of gravel 9/- per yard; grit 9/6 per yd, including cartage. FINANCE COMMITTEE. The Finance Committee reports:— (1) having received a deputation from the Plunket Society consisting of Mesdaines Pearce and Macalister, and recommend that the Traniways Committee be asked to consider the matter of granting a free tramway pass to the second Plunket Nurse, in addition to the pass already issued; (2) having received a deputation from the North Invercargill Meeting House Committee, introduced by the Hon J. A. Hanan, and recommend that a municipal section be set aside for the purpose of erecting a public hall in North Invercargill, and will report later as regards the site; (3) having no recommendation to make with reference to the offer from the N.Z. Mines Trust Agency and Trustee Co., Ltd., regarding ; the raising of a loan of £lOO,OOO in London on certain terms; (4) with reference to the letter from F. Fowler, recommend that the resolution of the Council be adhered to, and that his application for a refund of the ordinary charge for the Theatre on “Good Friday” night, be declined; (5) with reference to the Town Clerk’s report 9/5/22, sufficient loan money for immediate requirements having been obtained at 6 per cent par, your committee decided to withdraw Corporation debentures from sale in the meantime, and recommend this action be approved; (6) regarding the communication frorfi the Mayor of Dunedin, recommend that the matter of organising an appeal on behalf of the “Starving Children of Europe,” be referred to the Red Cross Society; (7) with reference to the Town Engineer’s report, recommend that tenders bo invited for carrying out repairs to the roof, etc., of the theatre, cost to be charged against revenue account; (8) having various’ matters in connection with the Fire Brigade, under consideration, and will report later; (9) having the following matters still under corusideraition:- (a) Prison Department re shell banks; (b) tepid swimming baths; (c) R. McLeod re motor ambulance; (10) having examined accounts amounting to £11,641 10s 8d and passed same for payment. GAS WATER AND TRAMS.

The report of the Gas, Water and Tramways Committee is as follows: (1) having authorised requisitions by the Gas Department. for goods amounting to £124 10s; (2) with reference to the public petition from residents of North Invercargill., East Invercargill, and Northend for the erection of two gas street lamps in Victoria Avenue, your Committee has no recommendation to make in the meantime, but has under consideration the question of lighting several of the reserves and gardens by electricity; (3) with reference to the letter from S. J. Barwell, recommend in accordance with the gas manager’s report, May 9, that the lamp in William Street, be removed and re-erected in the position originally intended, that is, between Lindisfarne Road and Bamborough Road; (4) regarding the matter of keeping street lamps lighted until midnight, recommend the matter be held over until the estimates are being considered; (5) having carefully considered the public petition by residents of Mac Master Street suggesting the reinstatement of the Mac Master Street tram stop, in Yarrow' Street, and have no recommendation to make; (6) having received 22 applications for the position of typiste at the tramways and electricity office, and recommend in accordance with the Borough electrical engineer’s report, that Miss B. Anderson be appointed, at a commencing salary of 30/- per week; (7) having considered an offer from A. MacKenzie to lease Section 22, Block 5, corner of Grace and Conon Streets (purchased for tramway purposes), and recommend it be declined; (8) having examined accounts amounting to £4,391 4s 7d, and passed same for payment. PUBLIC WORKS. Tl|e Speoial Public Works Committee reports as follows: — (1) having considered a letter from G. Bye who contracted to carry out sewerage construction works in Avenal Road and Lowe Street, and after careful consideration decided to offer him £7 per chain for carrying out the works in Lowe Street, the contractor to provide all necessary timber. The matter of dealing with the Avenal Road portion of the contract, was held in abeyance in the meantime; recommend that the Committee’s action be confirmed. PUBLIC WORKS. The Committee reports:—(l) having referred the letter from the Rev. T Harrington re Avenal sewers, to the Borough solicitors to deal with; (2) with reference to the matter of co-ordinating the blacksmithy work at the gasworks: So far as this Committee is concerned the arrangement is working satisfactorily as stated in the Town Engineer’s report, and as there is no opening at present for another blacksmith, recommend that Cavanagh be offered casual employment in the Public Works Departinent at current labourer’s wages; (3) having considered an application for a second-hand dealers’ license, and recommend that it be declined; (4) having considered an application for a taxi drive -’a license and recommend it be declined; (5) having carefully considered the various tenr dera for road making plant, and recommend that M#bsb Coward and Go’s tender for

the supply and delivery of a Ransome Machinery Co Ltd., No. 0 drier and mixer, price £2,470 delivered at Invercargill, as per their letter dated March 9 (No. 6/22) be accepted; (6) having considered a plan of sub-division of Lot 25, Pt. Sec. 28, Blk 1, Harewood, and recommend it be approved and certified in the usual manner; (7) having held over applications for certain other sub-divisions, until the next meeting; (8) having considered a communication from the Director General of Health and recommend that Mr C. E. Morton, Engineer to the Wellington City Council, be nominated to represent this Council on the Plumbers’ Board of New Zealand; (9) having considered a letter from W. F. Mclntyre, Raymond Street, and recommend he be informed that no asphalting work can be carried out in Raymond Street at the present time; (10) having considered the schedule of duties and. conditions attaching to the appointment of Town Engineer, a copy of which has been circulated among Councillors; recommend it be approved and signed by the officer concerned; (11) having examined accounts amounting to £965 Is 3d, and passed same for payment.
