GERMAN MIMSI’ER’S SPEECH. BRITAIN AND THE SANCTIONS. (By Telegraph—Press Assn.—Copyright.) (Reuter’s Telegram.) BERLIN, May 8. Herr Gissler, Minister for Defence, speaking at Hamburg regarding the reparations position said the German Government by fulfilling its obligations hitherto had gained time and made their enemies realise the impossibility of complete fulfilment. If France now proceeded alone against Germany, Britain and other States would not prevent her but would refuse all support.
