(Received May 10, 9.55 p.m.) Alleging that influeneial personagee in the previous administration had knowledge of fraudulent wartime contracts and were in a position to make disclosures, but were personally interested in concealing them, Mr Daugherty, with the approval of President Harding, requested Congress to appropriate 500,000 dollars to create additional Federal judgeships to make investigations.
