It is reported that the French and Belgian Governments have accepted in entirely the American claim for Rhine army costs. The French acceptance was embodied in a most cordial note written by M. Poincare. WASHINGTON, March 31. The State Department has received the French note. It is understood it states that France does not dispute the United States claim for the Rhine army posts.
