HOPES FOR FURTHER REDUCTIONS. WASHINGTON, March 29. Senator France who was the only one to vote against ratification of the naval l treaty said it was not easy to mar the beautiful picture of unanimous ratification j but he believed thereby he served the people’s welfare. He did not want to see disarmament or the disappearance of navies until means were found to remedy international wrongs. Senator Borah who followed asserted his thankfulness for the degree of naval disarmament achieved. He did not doubt it was the untmost possible at the recent I conference but he warned the world that they must not accept it as the completed programme of which it was only the beginning.
