EDUCATION BOARD

MONTHLY MEETING. The monthly meeting of the Southland Education Board yesterday morning was attended by Messrs H. E. Niven (chairman), F. W. Preddy, J. C. Thomson, F. G. Blake, H. Smith, and G. F. Johnson. CORRESPONDENCE. A letter from the Education Department stated that in the interests of economy it was advisable that the Canadian teachers who were coming to New Zealand should take the place of New Zealand teachers, who were going abroad, and the Department would be glad if the Board would endeavour to make this fact known among the teachers in the Southland district. Further applications for exchange had been received from seven other Canadian teachers but it was not intended to invite them to come to New Zealand unless exchanges could be arranged for them at approximately the same salary as they were at present receiving.

The letter was received. The New Zealand Education Board’s Association wrote informing the Board that in reply to representations made by the Association to the Minister the following comment by the Director had been received : —As there were considerable changes pending in various forms of education and of educational administration it would be inadvisable at present to consolidate the statutes and regulations issued by the Department. This would be done when the more important alterations had been made. It was considered by the Department that in all cases where two interpretations of a regulation appeared to the Board to be possible it should pay in accordance with that interpretation which involved the lower payment, at the same time presenting any views to the Department with regard to the possibility of paying the higher rate. If this were done any adjustment subsequently made in payment to teachers would be by way of addition instead of reduction. With regard to the maintenance of buildings there did not appear to be any possibility at present of increasing the rate. MANUAL INSTRUCTION. The Director of Manual Instruction reported that 101 uncertificated teachers had taken advantage of the teachers’ training classes which were commenced on May 28. Instruction in cardboa rd-work had had to be discontinued, but on learning that this subject had been deleted from the syllabus for “D” students the members of this class had decided to attend some other class of instruction. The result had been that a sufficient number of students had now been secured to enable a class in mathematics to be carried on. The subjects in which instruction was being given were as follow: Drawing, agriculture, needlework, hygiene, physical drill, music and mathematics. APPOINTMENTS.
