(Received November 19, 12.45 a.m.) The Parliamentary Commission on the South-West Africa Protectorate, in its first report states that all evidence is agreed on the desirability of some form of council to assist the Administrator. The report recommends the early establishment of a purely advisory board of six members, five from the different classes of the population and the sixth from the Civil Service to represent the interests of the natives.
