MUNITIONS FOR CARRANZA. .-VMF RICAN LAXITY. WASHINGTON, .April 29. Mr S G. Hopkin.-, formerly Carranza's attorney in the United States, giving evidence before the Senate, said that the United States winked at Carranza’s purchases of arms in the United States in order to forward his policies in Mexico. Ships were allowed to leave, which was a breach of the neutrality laws, and nominal fines were afterwards remitted. The Carranza regime was a hopeless failure in Mexico.
