SPIRIT or TEE ABUT QUITE READY FOB THE ENEMY NOW WELL PROVISIONED THE LIBERTY LOAN (Australian & N.Z. Cable Assn & Reuter) PETROGRAD April 18. Received April 19, 7.15 p.m. The Premier aud Ministers after a visit to Headquarters to discuss the provisioning of the armies, announce that the position generally bae improved, The armies are now well provisioned. The onrese shown in the first stage of the revolution has completely disappeared, and the fighting spirit of the army is dally Improving. Discipline is excellent, and the army is quite ready to encounter the enemy. General Xormioff, commanding the troops in Petrograd, issued a proclamation calling on the people to return 40,000 rifles and 30,00 revolvers taken from the military stores during the revolution. In connection with the opening of the “liberty loan” the Government's appeal points out that the enemy aim to restore the old regime, and therefore the Russians’ duty is to subscribe to ensure victory and to safeguard the new liberty.
