General Xormioff, commanding the troops in Petrograd, issued a proclamation calling on the people to return 40,000 rifles and 30,00 revolvers taken from the military stores during the revolution. In connection with the opening of the “liberty loan” the Government's appeal points out that the enemy aim to restore the old regime, and therefore the Russians’ duty is to subscribe to ensure victory and to safeguard the new liberty.
