Received March 8, 8.20 p.m. The Press Bureau states that the arrivals last week were 2528 vessels, and the sailings 2477. Vessels sunk : 1600 tons and - upwards, 14; under 1600 tons, 9; unsuccessfully attacked, 12; fishing ships sunk, 3. ITALIAN ANTI-SUB MARINE DEPARTMENT. ROME, March S. Received March 8, 8.5 p.m. A new anti-submarine department under an Admiral has been created. Its functions Include the arming of merchantmen and the rewarding of those sinking or disabling submarines. INSURANCES AND FREIGHTS INCREASE. NEW YORK, March 8. Received March 8, 8.5 p.m. Insurances, to Britain have been increased from six to seven per cent., to eight to ten per cent. Cargo rates have also jumped up.
