Running under engagement to the A. and A. Line, the steamer Walton Hall Is due at Lyttelton about August 38, from New York, via the Panama Canal. After vailing at Dunedin the Walton will go across to Australia to complete discharge. Shipping men along the waterfront discussing rates on the Pacific and Atlantic, stated the San Francisco Chronicle last month, predicted that conditions ■will soon be normal. There has been a gradual trend of freight rates downward In the past few months, it Is said, and chips that received as much os 40dol. a ton for freight are now receiving only 16 dol. With the downward trend of freight rates, owners of bottoms are looking for charterers and purchasers. Owners of vessels limited to the carrying of case oil are particularly apprehensive. Up to a few months ago, oil cargoes to Australia brought as high as 2 dol. a case. A vessel recently left port with a 60,000 T case cargo at 1 dol. a case.
