OBSTRUCTION OF FOOTPATHS.
To tile Editor. Sit. —Allow me to refer your correspondent “Potatoes,” who inquires whether the by-laws allow the obstruction of footpaths by tradesmen depositing their wares thereon, to the Police Offences Act and to tire borough bylaws. Under both the Act and the bylaws the obstruction of a footpath is an offence, and it is immaterial whether the obstruction consists of a ton or two of potatoes or a load of shrubs. The Act and the by-laws arc binding on councillors as well as on ordinary mortals, except that part of the by-laws which relates to paying tram fares. If your correspondent is thinking of carrying his surplus stock on the footpath, I should advise him not to take the risk. I am sure the members of the Council, and Cr. Donnie particularly, would never sanction such a gross breach of the by-laws.—l am, etc., ARTICHOKE, July 2. r i. To the Editor. Sir, —A correspondent drew attention in your columns yesterday to sacks of potatoes being displayed outside a well known councillor's shop in Esk street. The same thing occurs daily outside the shop of a fruiterer and green grocer in Dee street, and the latter is a worse case than the Esk street one, as in the former instance the potatoes are on sale for seed whilst in Dee street they uro for edible purposes. The Inspector of Nuisances or the official who administrates tile Ptire Rood Act would do well to stop tliis disgusting habit.— 1 am, etc. DOUGIE. July 25.
