Public Kotlees. PUBLIC NOTICE. BOROUGH OF INVERCARGILL. SPECIAL ORDER. MAKING NEW BY-LAWS. AT a'Special'Meeting of the Invercargill Borough Council held on THURSDAY, the Sixth Day of JULY, 1918,' it was resolved that' a by-law be made the objects and purport of which are as follows: PART I. IN 'RESPECT OF STREETS AND PUBLIC PLACES:— Regulating the erection and maintenance of portico’s; verandahs and' balconies over any street and prohibiting • any obstruction orT a street, dr atiy averting, placard sign, advertisement ot announcement except as provided and ■ also .excavation and overhanging trees. Making provision for affixing street names and numbering houses" or buildings.- ■ . Providing for drains and pipes for discharge of rain and surface 1 water, for crossings over footways, for . erecting .scaffolding and depositing.,,.materials pn s.treet during building operations, providing .for removal of house or erection' encroaching on sfrpVtv, ’• regulating, -area gratings and fences, regulating the use of streets by cattle afifi .otljer animals*, bicycles, motors,, vehicles,' and by fire-engines, etp., prohibitingobstruction, .of streets or fpuj>li’c .placfe by loitering, holding meetings or otherwise, prohibiting drunkenness, bookfe&ting. expectorating, unpacking of godd's in a street and regulating user of rights-of-way. PART II . IN RESPECT OF BUILDINGS :—Providing an outer and inner area and the material of which buildings in such , areas may be erected and the construction of walls rind fixing fees tp .be paid and providing that no building shall be erected_ or alteration, addition, renewal, repair’ executed without the Council's consent and regulating the terms on which such consent may be given and also making regulations regarding cellars, theatres; churches, balls, factories, concert rooms, stables,' smoke houses, and generally as to the construction of buildings. PART 111. IN RESPECT OF NUISANCES: —Regulating or prohibiting the keeping of swine or. poultry' and the prevention of nuisances in connection with offensive smells, night soil, offensive refuse or 1 rubbish, idralrts;' fouling streams, - dead animals,- sliding doors, oyster saloons and providing for the removal of refuse and nightsoil. Providing the requirements for poultry bouses and providing for the inspection of r premises .and the powers of officers making such inspection. ' PART IV. PUBLIC HEALTH:—Prohibiting offensive trades, extept.in accordance with by-laws and providing for the conduct and carrying on of offensive manufactures and the proper construction of-’buildings and plant, storage and carting of materials • and, cleansing of buildings, and- appliances, prohibiting accumulation of storm water. Providing for Register of common lodging houses and the' licensing of persons keeping same, and the transfer .and - cancellation of any license 1 and providing' the terms on which Such license will be granted. Regulating the sale of. milk and food in the Borough and making provision’ for ensuring- the quality of same and prohibiting the sale of diseased, or unsound meat or food .and regulating the carriage of meat In the Borough and cleans--ing. of premises'. Regulating all public baths provided or maintained by the Council. * , PART V. QBNERAL: RULES FOB GOOD GOVERNMENT OF THE BOROUGH:—Making general rules for the good rule end government of the Borough and prohibiting the placing and leaving of rubbish, the improper use of footpaths, obstructing public places, burning waste materials, doing insanitary acts, nuisances or, obstructions on streets, posting bills, using bad language, disorderly houses, discharging firearms, cattle wandering, use .of barbed wire, advertising by placard, riding, etc., on footpaths, disturbing public meetings, and all improper and disturbing conduct and providing generally for the prevention of disturbance, annoyance or damage. PART VI. AS TO WATERWORKS:— Providing regulations as to waterworks and to ensure proper pipes and other appliances to be connected with waterworks and for authorising plumbers, defining extraordinary and special supply, and the charges therefor, preventing waste of water and generally as to the service, supply and proper use of water. PART VII. AS TO PREVENTION OF FIRE: —Providing for cleaning and attention to, chimneys, the storage and use of inflammable material, the use of fires, bonfires and fireworks, the keeping of explosives and dangerous goods, and licenses in respect thereof and generally. PART VIII. IN RESPECT OF LlGHTlNG:—Providing. for, lighting and regulating supply of gas to private consumers, providing, for authorised gasfitters and regulations as to the laying on fittings and apparatus in respect of the supply of gas. PART IX. IN RESPECT OF WEIGHBRIDGES, &c. AND PUBLIC WEIGHING MACHINES: —Providing for Licensing weighbridges and rates chargeable for using sarnie arid for ensuring that all hay, straw, or coal sold shall be. accurately weighed and providing that firewood be sold by measurement and coal by weight. PART X. IN RESPECT OF BUILDINGS FOR PUBLIC MEETlNGS:—Providing for. licensing all buildings used for p’ublic meetings, the license fees for same, preventing overcrowding, ensuring safety from fire, preventing Sunday entertainments without permission, making regulations for safety from fire of moving picture exhibitions. PART XL AS TO PUBLIC RESERVES —Providing for. gardens being open to public and prohibiting damage to same, or any shooting, or. bathing in, or riding or driving in same.and generally making regulations .for the care and enjoyment of the public gardens arid reserve arid prohibiting the consumption of any liquor in any garden or reserve. PART' * XII. IN RESPECT OF LICENSED CARRIAGES, CARTS AND DRlVEßS:—Providing for licensing all cabs, omnibuses, carts or, vans and the drivers of same and the fdes therefor, and regulating the duties and . conduct of such drivers, regulating fares and charges, making provision for left articles, providing that any damage to street by Heavy,' Traffic shall be made good by owner of vehicles causing damage. , PART Xlll. AS TO PEDLARS AND I HAWKERS: —Providing for licensing Pedlars or. Hawkers including coffee and j refreshment stalls, arid for hawking and 1 street selling generally. PART XIV. AS TO PORTERS, CRIERS, AND BELLRINGERS: —Providing for licensing porters and the duties and conduct of safne and fares to be charged. Providing for Licensing I criers and bellringers and conduct of 1 same. PART XV. AS TO NEW RIVER HARBOUR: —Providing Port charges for vessels using New River Harbour, regulating and fixing berthing. Pilotage of ves- i sels and charges therefor and fixing wharfage dues on Imports and exports, j charges for storage and providing for licensing lighters and discharging of vessels. PART XVI. AS TO CEMETERY;—Providing for sale of allotments in East Road Cemetery and Interment in same. Providing Register of allotments and as to monuments, fences, funerals and generally for the care and regulation of the cemetery and fixing charges in respect thereof. PART XVIII. IN RESPECT OF BILLIARD ROOMS:—Providing for the licensing of billiard-rooms and fixing the fee. PART XIX. IN RESPECT OF COFFEE. ICE CREAM AND OTHER STALLS:— Providing for Licensing and fixing the fees. . PART XX. IN RESPECT OF CHILDREN TRADING IN THE STREETS:— Providing for Licenses and fixing the ages of children who may be licensed and the conditions of- trading and conduct PART XXL IN RESPECT OF SANITATION AND PUBLIC HEALTH;—As to buildings, providing for street frontage, passage-ways, drainage of site, construction, ventilation, conveniences, cellars, yards and sanitary condition.
