ETHICS OP AIR BAXES. BISHOPS AGAINST REPRISALS. (By Telegraph—Press Assn.—Copyright) LONDON, February 18. On the Archbishop of Canterbury motion, the Upper House of Convocation passed a resolution against aerial reprisals. The Bishop of Bangor (Dr Williams), in moving the previous question, found no seconder. He contended that in this war there were practically no non-com-batants, and urged that we should leave the effective conduct of the war to soldiers and do nothing to weaken their action. If 100 of onr aeroplanes bombed Frankfurt the Germans would realise that sending their Zeppelins over Britain was a blunder.
