To the Editor. Sir,—One tlie evening of the 26th hist. I was struck very much with the number of bicycles ridden by men and hoys on the footpaths of town and country, and without lights at that. Now, Sir, in the event of old people, who are generally near-sighted, being on those footpaths, it may be a serious matter.
