DEBATE IN THE COMMONS. THE QUESTION OP CONTRACTS. (By Telegraph.—-Press Assn. —Copyright) LONDON, July 23. Received July 24, 12.40 a.m. In the House of Commons a warm debate took place on the Coal Limitation Bill owing to Mr Runciman's refusal to inalude existing contracts in the Bill. His critics urged that many contracts had been made in the last few days, and that seventy per cent, of the contracts would b<> outside the Bill. The proposed legal price would be actually above the present price. Mr Runciman said that extra wages and other working expenses had increased the cost of coal 3/- a ton since tne outbreak of war. •,
