Japanese files contain a statement by President Dr Ariga, judicial adviser to President Yuan-shl-kai of China, who says that Japan will intervene in the war energetically and immediately if It would appear that German victory would nullify the importance of the capture of Tslng-tao. The best sphere for Japanese intervention would be Poland, hut they must seriously consider whether or not there was reason for Japan lending assistance against Turkey. England’s unfettered possession of the Suez Canal was a question of life or death to Japan. She had a quarter of a million men ready for service in the canal zone. The Japanese arc willing to follow British directions in the struggle in Egypt and to renounce the initiative in these operations.
