By these rules, all merchant vessels applying for passage through the canal will be required to present a duly authenticated certificate, in the prescribed form, setting out the gross and net tonnage as determined by tho rules. Failing the production of such certificate, the vessel will be measured by the canal officials, a proceeding which will involve her in some delay. British or other national certificates will not be accepted. The persons who may issue certificates are those officials who. in several countries, are authorised to measure vessels for purposes of national registry. These are. in toe British dominions, the registrars of shipping at the various ports at which vessels •.nay be registered as British ships. The rules differ considerably from those under which ships are measured for British registry, but resemble fairly closely the Suez Canal measurement rules, which are based on the system of measurement recommended by the International <’ommil?“e whin met in Constantinople in 1573. The general effect of the new rules appears to he that under them th“ gross tonnage of a vessel will be greater than if measured under the Suez Canal rules, but wi'h triemore liberal deductions allowed ;•!■» net i tonnage (upon which the tolls or Su* s : will be collected) will appear as some- ' —' - Jj
