Received May 3, 5.5 p.m. A Bill authorising health resorts to advertise themselves out of local rates was read a second time in the House of Commons. The debate was so prolonged that Robert Cecil (U.), complained that the object was to obstruct Mr G. L. T. Locker Lampson (U.) Bill, which followed. This enacts that if a Minister corruptly recommends the conferment of any title or honour he be. liable to imprisonment for a term not exceeding two years or a tine not exceeding £IOOO, or both. Corruption, in the meaning of the Bill, consists of the payment or promise of money to Parliamentary funds. The measure is highly controversial, but on Friday the 5 o’clock rule staved oil discussion.
