Received June 29, 5.5 p.m. Lord Cromer, in an article in the Nineteenth Century, advocates tho abolition of capitulation in Egypt. The evils of tho existing system would only disappear when Britain requested the Powers to invest her with Legislative poSver to create a Chamber, which would enact laws to which Europeans would be amenable.
